So some shenanigans is up with Windows 10 v that I will need to continue testing. Making those changes it seems to be working once again. I am testing with disabling the new, re-activated, Windows 10 Game Bar as well as disabling the capture options in the new 'Xbox Console Companion' which replaced the previous Xbox App on Windows I will need to test but I had to both RE- disable Game Mode and ensure the toolbar overlay service was stopped as well.
